We write as a group of academics based on xʷməθkʷəy̓əm, sḵwx̱wú7mesh & səlilwətaɬ lands, and across BC and Canada. Many of us carry out research and community-based work on housing, anti-poverty, public health, and social justice either within Vancouver’s Downtown Eastside (k’emk’emeláy) or elsewhere. We are opposed to the inhumane and harmful forced displacement the City of Vancouver has undertaken to decamp the Downtown Eastside (DTES), and to the involvement of police in decampments. These actions contravene public health best practices as they elevate the risk of harm and violate Indigenous rights and international law.

We note that this year marks 110 years since the destruction and removal of Squamish families from the Kitsilano reserve. Many of the same rationales of ‘safety’ and ‘health’ were deployed then as they are now, despite the City of Vancouver’s adoption of the United Nations Declaration on the Rights of Indigenous Peoples Strategy in October 2022. Pointing out that Indigenous people of Vancouver comprise 46% of the homeless population, the strategy rightly states that in light of the loss of land base and homes, “it is therefore all the more unacceptable that Indigenous people are disproportionately homeless and unsheltered on Indigenous land.”  

The Hastings Tent City is the result of decades of federal and provincial government divestment from affordable housing, provincial outsourcing of housing to unaccountable nonprofits, and erosion of income security for its residents, and municipal reliance on private sector solutions that have caused rampant gentrification in the neighbourhood. This systemic failure across all three levels of government is the context for the precipitous decline in Vancouver’s SRO stock, which has been the main bulwark against homelessness in the city until recent years. In the wake of this failure, the inevitable rise in the numbers of unhoused people in the city has resulted in no less than 10 previous decampments carried out over the past decade, the only effect of which has been to make a terrible situation worse for those caught in the daily struggle to survive.

Decampment without dignified housing is a vendetta against the poor

Outside observers might wonder how authorities could use the tactic of forcible decampment time and again only to see tent cities re-emerge, often within days. To understand this it is helpful to look to research on urban revanchism, a concept that originated in the 1990s. Under urban revanchism, government intentions are not centred on resolving problems, but on enacting vengeance against the poor, who they blame for all sorts of social ills. Such measures are usually justified by appeals to public safety and the reclaiming of public space for the affluent, white, middle class. Rather than solving the real problems that result in tent cities, the desired outcome of revanchism is to further invisibilize them. To embrace a policy of revanchism in the form of decampments is the pinnacle of a cruel and ultimately futile policy that signals power and control on the part of local government while shirking responsibility for the real consequences they have on people’s health and safety. 

The city’s claim that it is acting in the name of safety has little merit when there is no evidence that decampments ultimately lead to safer streets for anyone. In the absence of evidence, internal City of Vancouver documents are left to rationalize coordinated decampment as an attempt to “reset behaviour” – a preposterous strategy that requires one to believe that basic human survival is an option that people can be convinced to do without. To say the Hastings Tent City and the survival strategies that come with it are the ‘cause’ of problems, is to ignore the reality that they are the effect of a very real problem of systemic policy failure that impacts us all but that only happens to be most visible in the Downtown Eastside. This language of victim blaming allows governments to scapegoat our unhoused neighbours rather than to take ownership of their own inaction.   

Decampment without dignified housing only makes things worse

There is a growing body of research that shows that removing people’s only available outdoor shelter, destroying their belongings, and disrupting the existing community’s ecosystem actually leads to more adverse problems including increased risks of violence, especially gender-based violence, isolation from peers and services, declining physical and mental health, and increased precarity. Recent research across 23 US cities on the effects of involuntary displacement found it led to nearly 25% more deaths over a 10-year period among unsheltered people experiencing homelessness who inject drugs. Research in the DTES has also documented the relationship between eviction, displacement, and overdose risk. With Vancouver’s worsening drug poisoning crisis, shelters stretched beyond capacity, and the further dwindling of affordable SRO housing stock, the risks of further displacement cannot be higher. Police presence is also linked to being a barrier for people from multiple prominent DTES demographics to accessing life-saving overdose prevention sites and other health services.

To facilitate decampment and regular street sweeps is to intentionally neglect the realities of living without indoor shelter. Notwithstanding the real risks that come with living in tent cities that are denied basic resources to keep residents as safe as possible, it is also important to understand their benefits. In the face of no viable alternatives, tent cities produce a community of necessity. The proximity to peers and sharing of scarce resources creates relative safety within encampments. Hundreds of people – including many of the previous SRO residents from the now-closed Balmoral, Regent, and Winters hotels – camp on Hastings Street because this is where their life-saving resources and networks are located.

There are evidence-based alternatives to the retraumatization of decampment

The provision of safe permanent housing accompanied by strong tenant protections is the most rational and achievable solution to issues of homelessness. All levels of government must commit to a coordinated strategy of meaningful reinvestment and stronger policies in order for this outcome to be achieved. The city can choose to champion such a strategy, and meanwhile, can ensure adequate services and supports to people in-place, rather than shuffle the problem around through decampments. Doing so requires working directly with community members to come up with best practices for increased safety, which have already been proposed and undermined. Some of the strongest research on this subject points to the great need to de-center policing, and involve residents working to secure basic life-saving amenities including: hygiene facilities, parklets, access to water, laundry, cooking facilities, and shelter from extreme weather. Examples that protect the rights of the unhoused from arbitrary seizure exist in other jurisdictions that can be emulated here. Meanwhile, we reject any movement toward including involuntary care for people who use drugs in the definition of safe and permanent housing. The legally suspect use of the Section 28 provisions of the Mental Health Act to involuntarily house and surveil homeless residents without tenancy rights is also not an evidence-based solution to encampments.

We call on the Mayor, Council, and city staff to stop the decampment of Hastings and to instead redirect public resources to creating, maintaining, and preserving the affordability of dignified, non-carceral forms of permanent housing for encampment residents. We call on City Engineering Services workers represented by CUPE Local 1004 to refuse unsafe and unconscionable work in their practice of street sweeps. Likewise, we call on CUPE Local 1004 and CUPE BC Leaders to support their workers in those efforts. Vancouver must do better to uphold the human right to housing and to health for all residents. The plight of the unhoused living in tent cities is the sharp end of a housing crisis that implicates and affects us all. Supporting revanchist vendettas through decampments is therefore ultimately nothing less than an act of collective self harm.
